City partnerships are characterised by solidarity and close civic ties. These aims date back to the post-war period, when city partnerships formed the vanguard of closer bonds between nation states. They were regarded as small bulwarks against any new outbreak of hostilities. The efforts of such partnerships were therefore aimed at cultural exchange and knowledge of other societies and ways of life. Out of these cultural relations, ever closer and more diverse forms of cooperation developed, as is impressively demonstrated by Zurich’s partnerships with Kunming and San Francisco.
